Developers George Birt and Taylor McKee are pursuing a River Market apartment complex first presented to Downtown neighbors about two years ago. The 88-unit plan would replace a building formerly occupied by Atlas Cab Co.

The Plaza owners contend that the city intends to deploy a parking variance for the redevelopment of the Jack Henry Building, saying it will cause spillover issues elsewhere in the shopping district. The city dismissed an appeal of potential use of the 1991 variance in December.
