In late September, De Soto planners will consider rezoning more than 1,300 acres of the former Sunflower Army Ammunition Plant, including a portion of land where Panasonic Corp. plans to build a $4 billion megaproject. The change would ease the permitting process for the company's electric-vehicle battery manufacturing facility.
